Ansumana L.N. Touray

Mr. Ansumana L.N. Touray is currently the Deputy Permanent Secretary at the Ministry of Finance and Economic Affairs (MoFEA) since July 2017. He was the Director of Budget in the same Ministry from July 2013 to December 2014 and brought about a lot of budget transformations including Medium Term Expenditure Framework (MTEF), Program Based Budgeting (PBB) and Citizens Budget.

Prior to his assignment with MoFEA, Mr. Touray worked as Financial Management Specialist (Consultant) with the Integrated Financial Management Information System (IFMIS) from January 2006 to June 2013. The emergence of the IFMIS Project transformed the Government financial and accounting systems, payroll and budgeting systems from manual to computerise. He also worked as Audit Senior before then with Deloitte from 2003 to 2005.

Mr. Touray is a senior fellow of the Association of Chartered Certified Accountants (ACCA) after qualifying in London, U.K. in 2001; and banked double Masters in Executive Leadership and in Accounting and Financial Management in New York, U.S.A.

Mr. Touray has over fifteen years’ experience collectively in accounting and financial management, public financial management, budget reforms, auditing and leadership and had conducted presentations on these areas for West African Institute for Economic Management (WAIFEM), University of the Gambia, and the National Assembly of the Gambia, amongst others.

Mr. Touray’s main hobby is sports (athletics and football) and he has great passion for the development and advancement of The Gambia.
